Horata Valley is a new settlement zone located on the southern outskirts of the city where the city plateau meets the hills and the mountains. While project aims to make these barren hills of the site suitable for landscaping by creating a series of neighborhoods which controls the winds and other harsh climate conditions; on the lower levels of the site, on the plateau it is projected to locate less dense settlements and mostly recreational areas and social facilities.
